Jay Walter was named San Carlos Public Works Director, effective Monday, it was announced Wednesday by San Carlos City Manager Jeff Maltbie.
Walter, a graduate of Aragon High School, previously served in the same position with the city of San Luis Obispo for the past seven-plus years.
Before that, he worked for CalTrans for nearly 20 years accorging to a San Carlos press release. His experience with Caltrans included serving as District Traffic Engineer, Chief of Maintenance and Operations, and head of Capital Projects Construction. He finished his career with Caltrans as the District Director in San Luis Obispo, which included responsibility for State Highways along the coast from Santa Barbara to Santa Cruz.
In San Luis Obispo, his responsibilities included delivery of San Luis Obispo’s Capital Improvement Plan (CIP), managing Engineering Design and Construction, Stormwater Management, Street Maintenance, Parks Maintenance, Tree Maintenance, Facility Maintenance, Fleet Maintenance, Transit Services, and Parking Services for the City’s Downtown area. He also served as City Engineer for three years.
In San Carlos, he will be responsible for the City's Public Works Department which includes managing the City’s Engineering, Fleet Maintenance, Street Maintenance, Traffic Maintenance, Sewer Maintenance and Stormwater Maintenance divisions as well as staffing the City’s Transportation and Circulation Commission.
"I am pleased to announce the appointment of Jay Walter as the City's new Public Works Director," Maltbie said. "He will bring a wealth of experience and talent to San Carlos at a time when the City is once again able to fund a number of capital improvement projects to improve parks, facilities and infrastructure."
Walter, who will be paid $169,788 annually, takes over from Al Savay, the City’s Community Development Director who has been the City’s Interim Public Works Director since May of 2011.
Walter earned a Bachelor of Science degree in Civil Engineering from Cal Poly. He is a registered Civil Engineer and Traffic Engineer in California, and his professional affiliations include the American Public Works Association, the Institute of Transportation Engineers, and the League of California Cities Public Works Officers.
