The incident occurred on Thursday.

By Bay City News Service

A Redwood City man was arrested late Thursday night after he was found with what police described as a homemade explosive.

Police were called to the 400 block of Ruby Street around 10:53 p.m. on a report of a suspicious bottle in the roadway, according to Lt. Sean Hart.

Officers found a liter-sized plastic bottle filled with liquid that was visibly swelling with pressure build-up, and determined that it was a type of homemade bomb known as a chemical reactive device, Hart said.

Investigators later determined it was made using dry ice. The bomb squad was called in and detonated the device in place without any injuries or damage to surrounding property.

Richard Santos, 32, was contacted and arrested on suspicion of possessing an explosive device after an investigation, possession of drug paraphernalia and resisting arrest.

Anyone with information on this incident or suspect, please call Detective Jessica Gray at (650) 780-7129.
