Authorities Arrest 10 Men in Countywide Child Pornography Search

More than 100 law enforcement officials participated in the countywide search.

Editor's Note: The San Mateo County Sheriff's Office released four of the 10 booking photos of the suspects, which were uploaded Saturday, March 24.

However, after further consideration, Patch editors have decided to remove the photos and the suspects' addresses to protect the privacy of the suspects' families.

Authorities have arrested 10 men in connection with a countywide child pornography investigation, police announced Thursday afternoon.

The 10 suspects were arrested Thursday following a sweep of suspected child pornography users and distributors in San Mateo County, according to police.

A cluster of suspected child pornography users detected in San Mateo County led the Silicon Valley Internet Crimes Against Children Task Force to launch the sweep, which began early Thursday morning, police said.

Officers with warrants searched 11 homes in San Mateo County, and computers with pornographic images and other evidence allegedly linking the men to the distribution and or possession of child pornography were seized.

Nine felony arrests were made on men suspected of possessing and/or distributing child pornography, with additional investigations continuing from evidence seized.

Nine of the men were booked into San Mateo County jail on suspicion of felony charges related to child pornography, and another was arrested for an unrelated warrant.

More than 100 investigators from more than 20 law enforcement agencies collaborated with the Silicon Valley Internet Crimes Against Children (ICAC) Task Force to launch the operation.

Local detectives included teams from the San Mateo County Sheriff's Office, Daly City, East Palo Alto, Menlo Park, Redwood City, San Mateo, and South San Francisco Police Departments, the San Jose Police Department, the Federal Bureau of Investigation, the US Postal Inspection Service, and U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

The following suspects were arrested:

1. Gordon Lee, age 44, of Daly City. Booked into San Mateo County Jail for Possession of Child Pornography.

2. Christopher Winans, age 24, of East Palo Alto. Booked into San Mateo County Jail for Possession of Child Pornography.

3. Charles Reyes, age 46, of  San Jose. Booked into San Mateo County Jail for arrest warrants and Possession of Child Pornography.

4. Stephen Wolf, age 64, of Portola Valley. Booked into San Mateo County Jail for Possession of Child Pornography.

5. Paul Ambler, age 58, of San Mateo. Booked into San Mateo County Jail for Possession and Distribution of Child Pornography.

6. Paul Tazbaz, age 36, of San Mateo. Booked into San Mateo County Jail for Possession of Child Pornography.

7. Samnang Chun, age 23, of San Mateo. Booked into San Mateo County Jail for Possession and Distribution of Child Pornography.

8. Ritha Chun, age 29, of San Mateo also arrested, for an unrelated warrant on First Ave.

9. Steve Wilson, age 52, of South San Francisco. Booked into San Mateo County Jail for Possession of Child Pornography.

10. Cruz-Martin Caseiro-Rosas, age 32, of South San Francisco. Booked into San Mateo County Jail for Possession of Child Pornography.

The following information has been provided by the ICAC:

The 8-year-old Silicon Valley ICAC Task Force is one of 61 around the nation targeting peer-to-peer file sharing online, evolving from previous investigative techniques when suspects often were identified through chatroom decoy operations. Investigators search for hard-core images involving pre-pubescent children.  They connect with suspects who are sharing the images and track their individual IP (Internet protocol) addresses. Investigators then  use search warrants to figure out who owns the individual IP address and carry out search warrants for those people's homes. The San Jose Police Department is the lead agency for the SVICAC Task Force.

A key feature of the task force arsenal is a mobile forensics lab that allows investigators in a technology-stocked van to drive up to a suspect's home, seize hard drives and immediately begin searching for evidence that would normally take months to obtain from a state Department of Justice lab.

The SVICAC Task Force has arrested over 40 men for possession of child pornography since November. The task force has conducted a number of child porn enforcement operations in the Bay Area over the last few months, including multiple arrests in Marin County, Sonoma County, Monterey County, Alameda County, San Jose and Oakland.

COMMUNITY SAFETY MESSAGE FROM THE SAN MATEO POLICE DEPARTMENT:

Identification and arrest of individuals viewing and trafficking in child pornography is an important way that local law-enforcement agencies, in coordination with specialized groups like ICAC, prevent tragedies from occurring in our communities. Investigators have found significant links between the possession and trading of child pornography and the actual victimization of children, including a progression by some suspects from fantasy (internet child porn) to reality (sexual crimes against actual child-victims). Frequent operations such as these help keep our communities safe.

George, the difference between your position and mine is that I want to see people punished *after* they are convicted of crimes, and you want them to be punished simply based on the mere suspicion that they are criminals.
And you're suggesting that the neighbors of these men somehow knew what they were up to, and therefore deserve to also be punished? What are you basing that on, George? Do you know what your next door neighbors have on their computers? If so, how? Your assertion that the family members of these men must have surely known what they were doing is equally ludicrous. Pedophiles are, by nature, extremely secretive in their actions. Look at high profile cases such as the 2007 indictment of local broadcaster Bernie Ward: Are you seriously going to sit there and insult and defame his poor wife and kids by implying that they were a party to his crimes? Really?
George Muteff March 23, 2012 at 04:42 pm
Bren, I identified a brain freeze that occurred to me, above. I confused two different stories, which I should not have done and apologize for. I've been going back and forth between this story and a story in the Review yesterday about a 13 year old drunk boy acting the fool at Cunha middle school yesterday. Again, my bad. So disregard that particular post please; this one - 11:50 am on Friday, March 23, 2012
With that said, however, yes I do want to know about those not only convicted, but arrested for child porn. Community awareness is critical. To me, it's not a matter of punishing prior to conviction, but rather knowing what is happening in the area of child predators in my community; and I think that is more than fair and reasonable. Further, this is not just a story about a coincidence find or how law enforcement stumbled across something; this story clearly demonstrates a substantial effort over a long period of time by multiple agencies. That, by itself, doesn't prove guilt, as you note, but it sure increases the odds and as a parent, I want to know. You did not answer my questions Bren, regarding marriage and children. Perhaps you could do that.
Bren March 23, 2012 at 06:42 pm
Wow, I just read the story about the 13 year old. Yeah, I'm guessing his parents are not exactly blameless. Something is obviously very wrong there, and without aggressive intervention, I foresee a long and scary crime career for that boy.
To answer your question, I am unmarried and without children. I don't think having kids would change my opinion on this issue, however. I have plenty of friends who are parents, and I would move mountains to protect their kids. I just don't think witch hunts are a very effective strategy for keeping our communities safe. What I do recommend to any parent is reading "Protecting the Gift," by Gavin de Becker, and his previous book, "The Gift of Fear." Both books are excellent resources for teaching parents to recognize the early warning signs of predatory behavior.
Bren March 23, 2012 at 06:48 pm
Just to be clear, I'm not saying these arrests characterize "witch hunts." If I was a betting man, I'd bet the arrestees will probably be convicted. All I'm saying is let's not publicize the locations of their homes prior to their being convicted. If the standard for publishing somebody's home address (minus the street number) and proclaiming them to be a pedophile is merely the fact that they've been accused, well, that opens up the possibility that anybody could have their life ruined at any time by an incompetent or overzealous police department. It's certainly happened before.

NAMBLA would most certainly agree with you (caring about due process for pedophiles). I however don't.
Bren March 23, 2012 at 07:38 pm
Alice Stoddard, whenever I see somebody on the Web engaging in the type of personal attacks to which you're subjecting me, I have to wonder what's missing from that person's life.

You're going to thank the Lord you're living in America and are entitled to due process if that ever happens. Or perhaps you'd be willing to waive your right to due process right now? You know, for the sake of the children.
George Muteff March 23, 2012 at 09:13 pm
Bren, thanks for giving my stupid attack a break; further, that you went and checked it is beyond requirements, but a good thing. Yeah, that has me ... pissed and bummed and more; but that's another story.
To this one, let me try an analogy or two: Suppose someone 3 doors down from you woke up to SWAT members, and a few of their closest friends at 3:00 AM to arrest him/her for bank robbery. You wouldn't want to know? Now, bear in mind that we're just talking arrest here, not conviction, but is that going to make a difference in your curiosity? How is this any different? Because it is sexual in nature vs just another crime? That doesn't hold water. For another: let's suppose your school district's superintendent was arrested for molesting second graders. You wouldn't want to know? I sure would. To me, it's not a matter of a rush to judgment. It's a matter of community awareness, my right to know and my right to take appropriate measures to protect my family, or at least guard them until we know for sure. Does this help? & oh, thanks for answering the questions. Until you have kids, you can't possibly grasp parenting - and I mean no disrespect at all by that. I used to feel just like you...until... Once the first was born, my life changed forever and I now know what it's like to be a dad.

Editor's Note: The San Mateo County Sheriff's Office has released four of the 10 booking photos of the suspects. The remaining six booking photos are expected to be released Monday. Patch will update this story when the remaining booking photos are released.
George Muteff March 23, 2012 at 09:23 pm
Thank you Laura.
Bren March 23, 2012 at 11:25 pm
You're a class act, George! And, ultimately, your point is valid; the police have no obligation to hide the fact that they've arrested somebody, and Patch has no obligation to refrain from reporting facts.

As to this idea of me not knowing what it's like, George, I will tell you this: I'm the type of guy who check's the Mega's Law site just out of paranoid concern for the safety of my adult female friends.
George Muteff March 24, 2012 at 01:49 am
Thanks, Bren...I think. Back attcha.
Your comment regarding Megan's Law put a smile on my face...you protective bugger you. Now imagine, using that emotion as a foundation and amp it by - a lot - because you are the father of 2 girls; one 8 y/o and the other 6 & 1/2 (can't forget the 1/2, the kids sure won't) and it's your neighbor that law enforcement came to see. Yeah, he lives 3 doors down on the same side. Hardly ever see the guy, but he seems nice enough when you do see him. Let's add that your 2 girls catch the school bus up the street on the corner; up your street, past your neighbors house. How you feel now? Glad you know? Gonna let your girls walk that way by themselves to and from school everyday now? Is he guilty? Dunno; odds aren't in his favor, but we all know OJ didn't do it, right? It's possible. Am I going to go after this guy? No. Am I going to walk with my girls to and from the bus stop? Damn right.
Anjessello March 24, 2012 at 02:19 am
I can't even look at those photos, they're so disgusting. Then I'm really going to throw up. There's nothing more that scares me than a guy in front of the computer just thinking of how posting or writing about this bust was wrong. First of all, you can't have those guys looking at that stuff and walking around your neighborhood, coffee shop, local library or where ever, then coming across your family member ... Who knows what he might think of. I was watching the news one day about another bust 'cause this stuff is happening frequently, and the Sargent spokeswomen described that stuff man. That is so disgusting, to a poor little child. Posting or writing about this is right because at least you could know where to keep your family away from on a day for a walk with the dog or your family, when you want to turn around and think it's safe to leave your daughter or son next to that person for a moment because you're close ... Arrested, then and if they're not there no more, then you could know you're safer and your family is from those disgusting guys.
Bren March 24, 2012 at 02:32 am
I can't imagine ever letting any child of mine wait by themselves at the bus stop unless or until they were old enough to carry pepper spray!
Bren March 24, 2012 at 02:34 am
Anjessello, could you please show me exactly where I said that posting or writing about this bust was wrong? You can't, because I never said any such thing.
Alice Stoddard March 24, 2012 at 01:58 pm
Brother Bren (since you brought the Lord into the discussion)...nothing personal here at all. You are entitled to you opinion as I am mine. When you start giving advice to parents it gets somewhat silly though. Just calling that out. Let's talk once you have a child and see how your perspective changes. It's academeic for you where it's real for me. As a a mama bear I will protect my cubs...pedophiles will not get catch a break on my watch (due process or not).
Anjessello March 24, 2012 at 03:47 pm
No it was some one else. I never said you, I read the comments down and saw some one had said that. it's around 10-19
Laura Dudnick (Editor) March 24, 2012 at 08:37 pm
Hi all,
Just a heads up that after some discussion, Patch has removed the street names of those arrested in this story. Best, Laura
Linda Rathborn March 24, 2012 at 11:05 pm
I hope what Jennifer said is true about only the city block being published. There was just a vigilante murder in the news last week. However my hear really goes out to the families of the accused. Can you imagine if you were a child in junior high school and one of the accused was your father. It would scar you FOR LIFE.
Linda Rathborn March 25, 2012 at 12:36 am
Thank you Debbie. Well said. Child porn is WRONG. Those who make and distribute it are criminals. Those who create the demand for it are also criminal under the law but as you said plenty of people who are accused will turn out to be innocent. Is it right to destroy the lives of people who may be innocent. I understand that the children used in this vile industry have their lives destroyed for certain. If these men are found guilty they will be punished. It is not right to ruin the lives of people (and families) before they are found guilty.
Brandon Smith March 25, 2012 at 12:41 am
This issue has become a witch hunt. It is not a public safety issue. It is possible to inadvertently download or otherwise receive this type of content. I think it is horrible and purely sensational that the media publishes names and photo's of the accused. Accused not convicted.
Paul Weber March 25, 2012 at 01:13 am
I think I recognize the face of one of these guys as a parent at my kids school. I feel really bad for his kid. This is really horrible for everyone. I don't agree with this kind of reporting but what do I know?
Bren March 25, 2012 at 02:30 am
Laura Dudnick, speaking as one of Patch's most cantankerous commenters, I must say I'm impressed with your level of responsiveness! Patch seems to interact with its readers much more than your typical news outlet, and I'd be similarly impressed even if you left those street names in the story. I have a friend who works for a local newspaper, and I've been telling him for some time now that his paper's Web site could really learn a thing or two from yours!
Bren March 25, 2012 at 02:34 am
Brandon Smith, in all fairness, I suspect that these particular suspects probably had enough material on their hard drives that it would have been easy for the police to distinguish between inadvertent downloads and a consistent pattern of activity.
Deanne Cooper-Roettger March 25, 2012 at 09:46 am
Innocent until proven guilty..........With that said, send these low life scumbags over to Afghanistan!! Let the Marines have them for 6 months or a year. Bet our crime rates would drop if our justice system wasn't just a slap on the wrist or having a roof over your head, 3 meals a day, cable tv, internet and phone calls!! If "would be criminials" knew they would be handed over to our military for X amount of time, I bet they might just think twice before doing the crime!!!! ~Proud Mom of a US Marine~

Among all the supporters isn't there one competent attorney who can get an injunction to keep theRead More rink from being destroyed and who can sue SPI Holding, and if necessary the City, to enforce the Master Plan Agreement? A toilet and an astro turf field are useless to ice skaters. I smell something rotten in the Mayor and the City Council's excuses. At least one skater must have a parent or family member who is an attorney with some sense of decency to do the work pro bono.
Claire Mack June 2, 2013 at 09:21 am
To close the ice rink is a crime. I had this conversation years ago with Peter Pau, the man whoRead More built it. We need places for children to recreate. When we send them to juvenile hall, we wring our hands and wonder why! No skate board parks in convenient places and now the skating rink. Why are our children the ones to sacrafice?
